General Conditions of Developing Foreign Economic Activity

Foreign economic activity in the Republic of Tatarstan is performed within the frames of the Agreement between the Govemment of the Russian Federation and the Government of the Republic of Tatarstan on demarcation of authorities in the field of foreign economic relations signed on June 5th, 1993. A key point of foreign economic policy of Tatarstan is its desire to solve the problems arising in interrelations with the Russian Federation on the basis of negotiations with the corresponding bodies of the Russian Federation.

At present, the subjects of joint responsibility in the field of regulating foreign economic relations are as follows:
  • protecting economic interests of Subjects of the Federation abroad;
  • establishing the trade and economic regime in relations with foreign states and international trade &
  • economic and financing & crediting institutions;
  • licensing investments abroad.
The exclusive authorities of the Republic are as follows:
  • signing foreign economic agreements with subjects of foreign federations, administrative and territorial formations of other countries signing trade 81 economic agreements between the Republic of Tatarstan and foreign states;
  • attracting governmental, banking and commercial credits and loans against the guarantees of the Government of the Republic of Tatarstan;
  • forming hard currency funds of the Republic of Tatarstan and exercising control over their spending;
  • developing and implementing the policy of attracting foreign investments in the territory of the Republic of Tatarstan;
  • taking part in the activities of international economic and financial organisations and bodies;
  • obtaining aid and assistance from foreign partners and using it;
  • granting credits, loans, aid and assistance to foreign partners; setting up free economic zones in the territory of the Republic of Tatarstan.
