Aimed at implementation of the Law of the Republic of Tatarstan "On Foreign Investments in the Republic of Tatarstan" creation of favorable conditions for investing foreign capital in the Republic of Tatarstan,

I hereby resolve:

1. To exempt - starting from January 1st, 1995 - enterprises with foreign investments registered in the territory of the Republic of Tatarstan involved in production of goods and services, in the authorized fund of which the paid contribution made by foreign investors comprises not less than 30% and is equivalent to not less than USD 1 million, from the following taxes:

   a)	income tax payable into the budget of the Republic for the term of three years;
   b)	income tax in the part payable into the budget of the Republic for the term of five years in case the mentioned enterprises are set up for implementation of activities of special priority, which activities are determined by the legislation of the Republic of Tatarstan;
   c)	property tax for the term of three years.

   The said privileges are granted providing that the proceeds from their own production activities exceed 70% of the total proceeds from their sales of production (works, services).

   Newly established enterprises with foreign investments are granted the above-mentioned privileges from the moment of their state registration.

2. To grant foreign investors with land lots, including those occupied by buildings, premises and facilities, to ownership and long-term rent on conditions specified by the Land Legislation of the Republic of Tatarstan.

3. To grant foreign investors with State Guarantees against a mortgage of State property in accordance with the current legislation. The Cabinet of Ministers of the Republic of Tatarstan shall elaborate and approve the Register of State property for its use as the pledge.

4. In the event of terminating production before expiration of five years from the moment of getting tax privileges indicated in the item 1 of the present Decree, enterprise with foreign investments that enjoyed these tax privileges must pay, in full, the amount of the tax privileges it was granted with into the budget of the Republic.

5. The Ministry of Foreign Economic relations of the Republic of Tatarstan, the Ministry of Information and Press of the Republic of Tatarstan shall provide information for potential investors concerning conditions, privileges and guarantees granted to enterprises with foreign investments in the territory of the Republic of Tatarstan.

6. The Decree comes into force from the date of its signing.
