to the Supreme Soviet, President and people of the Republic of Tatarstan
Dear fellow citizens !
On March 21, 1992 for the first time in our history the referendum on the
state status of the Republic of Tatarstan will take place in accordance with the Constitution of the Republic of Tatarstan, which is the demonstration of genuine democracy.
The main purpose of the referendum is to confirm by means of direct and free will the provisions of the Declaration on state sovereignty of the Republic of Tatarstan, unanimously adopted by the Supreme Soviet, which became the basis of democratic
reforms, preservation of interethnic consent, respect of human rights irrespective of nationality. The principals and ideas of the Declaration are reflected in the acting Constitution, Laws and intergovernmental agreements between the Republic of
Tatarstan and the CIS, including the Russian Federation.
The referendum gives us an opportunity to take a step along the path of
democratic development, to ensure human rights according to the international standards, genuine self-government and economic independence of the Republic of Tatarstan.
The referendum is the prospect of new just and beneficial relations between the people of Russia, the perspective of a genuine Union between Russia and Tatarstan, based on the historical ties between Tatarstan and Russia.
It is impossible to understand why these coherent goals of the referendum and the democratic procedure of its conducting provokes an indignation of the Russian Federation, furthermore, the Supreme Soviet of the Russian Federation declares its
adherence to the ideas of democracy, and its leaders often called the Supreme Soviet of the Republic of Tatarstan to solve the problems of the republican status at the referendum.
The Presidium of the Supreme Soviet of the Republic of Tatarstan flatly rejects the incriminations of separatism, aspirations for "break down of the age-old relations between Tatar people and other peoples and secession from the Russian Federation",
expressed in the Appeal of the Supreme Soviet of the Russian Federation.
Tatarstan solved and will solve all the existing problems only by civilized means. For the second time we express our willingness to continue negotiations on a large scale with the Russian Federation on political, economic and humanitarian questions,
and express confidence that they will be resulted in signing the Treaty, which will become the considerable contribution into the renewal of the Russian Federation and the creation of the new Union between Russia and Tatarstan.
The conducting of the referendum on the most important questions of life is an integral constitutional right of the people of the Republic of Tatarstan, and this right will be realized according to the Law.

The Republic's fortune, peace and consent in our multinational house, our well-being depends on our conscious, responsible and weighed approach to the question of the future of the Republic of Tatarstan.
