P R O T O C O L

on the results of consultations between the working group of the Supreme Soviet,
the working group of Cabinet of Ministers of the Russian Soviet Federative Socialist Republic
and the delegation of the Republic of Tatarstan (Kazan, 3-5 October, 1991)

According to the Protocol on the results of consultations between the delegations of the Russian Soviet Federative Socialist Republic and the Republic of Tatarstan which took place from 12 to 15th of August, 1991, in the city of Moscow and according to the agreement on intensification and improvement of economic relations and beneficial cooperation on the basis of common economic territory, the members of the consultations have agreed to the following:

1. to recognize it necessary to build the relations between the Russian Soviet Federative Socialist Republic and the Republic of Tatarstan on the treaty basis;

2. to consider it reasonable to adopt the agreed resolutions on the following problems of mutual economic cooperation in 1992:

- provision of the delivery of industrial goods (including raw-materials) and consumer goods;

- the conducting of price policy;

- reorganization of budgetary and fiscal policy;

- the conducting of foreign economic relations, including the license agreements and export quotas;

- exploitation, output and sale of natural resources (including export raw-materials) first of all oil and gas;

- ecological policy.

Taking into account the above mentioned, to proceed from the necessity to achieve an agreement on problems, connected with the political, legal and economic relations between the RSFSR and the Republic of Tatarstan.

3. The participants confirmed the readiness to continue negotiations in October, 1991 in the city of Moscow.
