P R O T O C O L
on the results of consultations
between the delegations of the Russian Federation
and the Republic of Tatarstan
(March 30 - April 2, 1992, Moscow)
During consultations delegations had an exchange of opinions on
problems, connected with political, legal, economic and humanitarian
relations between the Russian Soviet Federative Socialist Republic and the
Republic of Tatarstan.
Taking into account the Declaration on the state sovereignty of the
Russian Federation, the Declaration on the state sovereignty of the Republic of Tatarstan and the processes of their implementation, taking into account historical, economic,
cultural and other relations of their own peoples, based on the understanding of the necessity to form the relations on the new constitutional and treaty ground and having the aspirations for future development, the delegations have agreed to the
following:
1. To form special relations between the Republic of Tatarstan and the Russian Federation.
2. To implement the Treaty between the Government of the Russian Federation
and the Government of the Republic of Tatarstan of January 22, 1922 and its subsequent development for the purpose of consolidation of the economic sovereignty of the
Republic of Tatarstan on the basis of common economic territory.
3. To guarantee human rights and freedoms irrespective of national,
religious and other differences, including citizenship's regulation, equality of the Tatar and the Russian languages.
The draft of the bilateral Treaty on the delegation of authorities, submitted by Tatarstan's delegation and the Russian Federation's proposals on the participation of the Republic of Tatarstan in the Federal Treaty, were discussed during the
consultations.
The Parties have agreed to continue consultations in the cities of Kazan and Moscow in April-May, 1992.
