Resolution on the draft Treaty

R E S O L U T I O N

of the Supreme Soviet of Tatar Soviet Socialist Republic (Tatar SSR) on the draft of Union Treaty

The Supreme Soviet of the Tatar Soviet Socialist Republic expressing the will of multinational people of the Republic of Tatarstan to create the voluntary Union of sovereign states; based on an unconditional priority of human rights and universal moral values; standing up for supporting the historical people's rights to self-determination and equality; striving for the maintenance and deepening historical economic and political ties between all nations and people on the territory of the Soviet State; emphasizing the necessity of recognition of republic sovereignty and the delimitation of authorities between USSR and its subjects on a constitutional and treaty basis;

1. The Supreme Soviet of Tatar Soviet Socialist Republic shall take the draft of the Union Treaty as a basis. The Supreme Soviet of Tatar Soviet Socialist Republic believes, that signing the Union Treaty at the earliest possible date is an urgent social and political task, a pre-condition for economic stability, for harmony of inter ethnic relations, for observance of fundamental human rights, individual rights and freedoms, for civil peace and consent. The delimitation of property will be the essential condition for signing the Union Treaty.

2. In accordance with the Declaration on the state sovereignty of Tatar Soviet Socialist Republic of August 30,1990 and USSR's Law of April 26,1990 "On delimitation of authorities between the USSR and federative subjects" the Supreme Soviet of Tatar Soviet Socialist Republic express a readiness to be a founder of the Commonwealth of Sovereign Socialist States, to sign independently the Union Treaty and to assume the obligations arising from this Treaty.

3. The Supreme Soviet of Tatar Soviet Socialist Republic resolve to establish the plenipotentiary delegation of the Republic of Tatarstan for drafting an official treaty text and for subsequent signing the Union Treaty. This delegation will be charged to prepare and sign the Treaty with the Russian Soviet Federative Socialist Republic (RSFSR) and other sovereign republics.

4. The Supreme Soviet of Tatar Soviet Socialist Republic resolves to charge the Presidium of the Supreme Soviet of TASSR to generalize proposals and remarks, expressed during the discussion of the Union Treaty Draft and to submit them to the Supreme Soviet of the USSR together with the present resolution.
