R E S O L U T I O N

of the Supreme Soviet of the Republic of Tatarstan
on the interpretation of question wording submitted at the referendum in the Republic of Tatarstan on March 21, 1995

In connection with numerous requests of citizens and work collectives for the official interpretation of question wording, submitted at the referendum in the Republic of Tatarstan on March 21,1995, reaffirming the Declaration on State Sovereignty of the Republic of Tatarstan and in accordance with the Constitution of the Republic of Tatarstan the Supreme Soviet of Tatarstan resolves:
1. To regard the goal of the referendum on March 21,1995 in the Republic of Tatarstan as a confirmation of the Declaration on the State Sovereignty of the Republic of Tatarstan.
2. Questions of Tatarstan isolation from the Russian Federation, changes of its territorial integrity and established boundaries will not be the subject of referendum.
3. The Republic of Tatarstan stands up for the reformation of relations with the Russian Federation on the basis of Treaty on power delegation.
4. On its territory the Republic of Tatarstan guarantees the equality of all citizens, observance of the basic human rights regardless of nationality, religion and other differences.
5. On its territory the Republic of Tatarstan ensures a dual citizenship, equality of Tatar and Russian state languages, maintenance and development of languages and cultures of other nationalities.
