The third
All-Russia conference-seminar of the heads of theoretical mechanics departments
of the Russian Federation Higher Schools took place from June 28
to July 1, 2004 in Perm on the base of Perm State University (PSU) and the
department of theoretical mechanics of Perm State Technical University (PSTU).
The purpose of the conference was the exchange of experience and working out of
the guidelines and proposals on organization, scientific and methodical maintenance
of the educational process onš
theoretical mechanics at the theoretical mechanics departments of the
Russian Federation Higher Schools. 108 persons from 33 cities and 63 Higher
Schools of our country have shared in the activity of the conference.

Department of RAS; professors Yu.G. Martynenko, V.V.Alexsandrov, V.V.Andronov, A.V.Karapetyan, A.I.Kobrin,
V.M.Morozov, V.A. Samsonov, V.V.Slezkinski - members of Presidium of
Scientific-Methodical Council (SMC) on theoretical mechanics - were among the
participants at the conference-seminar. The participants of the conference paid
much attention to the recorded in 1993 interview with the founder of
Scientific-Methodical Council on theoretical mechanics - Academician
A.Yu.Ishlinski, which represents the principles of attitude of a scientist and
a teacher to current Higher School problems.
The reports, included into the
Conference Program, involve the following directions:
ž
The scientific reports providing
the opportunity to acquaint with the latest achievements in the field of
mechanics, to analyze current tendencies of development in theoretical
mechanics.
ž
Reports considering the application
of new information technologies in teaching.
ž
Reports reflecting the problems of
methodical maintenance of the educational process.
The participants of the conference
created the round table to discuss the problems of teaching theoretical
mechanics taking into consideration the problems of Higher School.
Besides the activity at the Plenary
Session and sections the participants of the conference had an opportunity to
visit the theoretical mechanics departments of diverse Perm Higher Schools. A
lot of useful information was obtained from the exchange of experience of the
departments' activity. The cultural program arranged by the conference
organizing committee also turned to be saturated.
The reports and protrusions of the
participants of the conference and the following round table put forward the
processes occurring in a Higher Schools and presenting a considerable threat
for the fundamental native education. This is the shorting of theoretical mechanics
course (and sometimes its abrogation) as well as the affiliation of the courses
of theoretical mechanics, material resistance, the theory of gears and parts of
machines in one educational discipline. The participants of the conference
underlined, that "Theoretical mechanics" is one of the fundamental key natural
sciences disciplines of a physical and mathematical cycle, which provide the
material for a considerable number of common professional and specialized
engineering courses determining the technological progress. At present the role
of theoretical mechanics is even more increasing in connection with the intense
development of new areas of knowledge comprising classic mechanics, electronics
engineering, theory of control and information science, biology as, for
example, mechatronics, biomechanics and other science intensive directions of
"high technologies".
By results of the discussion of
reports, protrusions and controversies the participants of the conference have
accepted the following decisions and guidelines:

To pay attention of the scientific
community to the extremely alarming position in teaching theoretical mechanics
in the Russian Federation Higher School.
ž
Presidium of the Scientific -
Methodical Council on theoretical mechanics of Ministry of Education and
Science of Russia should watch, that the state standards for all engineering
specialities of Higher Schools of Russian Federation contained a unified
federal component determining a necessary minimum in traning the specialists in
theoretical mechanics. For classic universities providing training in the
speciality
ž
To organize as soon as possible the
Round Table devoted to the problems of teaching of mechanics in Higher Schools
of Russia with the participation of theš
chiefs of Ministry of education and science of Russia and RAS. To send
the letters on the necessity of preservation of courses of theoretical
mechanics in the curriculum to the Headquarters of Higher Schools of the
Ministries having educational institutions of an engineering structure.
ž
To organize the innovative activity of theoretical mechanics
departments of Higher Schools involving students and post-graduate students.
ž
To declare training for the "the bachelor of a specialty" as reducing
the level of technical education in Russia and illogical. To organize work on
retrofit of the course of theoretical mechanics on the basis of introduction of
new information technologies for the intensification of students' independent
activity and facilitation of their mastering principles of mechanics.
ž
To recommend to theoretical mechanics departments of Higher Schools to
take part in the All-Russia Technological Youth Festival
ž
To recommend to Higher School
rectors to form lecture flows of no more than 100 persons, and groups for
practical classes - of no more than 15 persons per each.
ž
To use capabilities of actual increase of a role of theoretical mechanics
in training the specialists introducing special courses for senior students.
ž
To work on issuing the collected
scientific-methodical articles "Theoretical mechanics", to find financial
resources for the publication of its following the 26-th issue.
ž
To carry out a special meeting of
Presidium of SMC with the analysis of current state of tutorials and manuals on
theoretical mechanics.
ž
To intensify activity of urban and
regional interuniversity seminars on theoretical mechanics. To consider
activity in interuniversity seminars as a major aspect of teachers' activity,
with including this activity into personal schedules of the teachers.
ž
To restore the practice of business
trips of the leading lecturers of theoretical mechanics to Higher Schools
(especially circumferential) for reading separate sections of a course.
ž
Regularly to renovate a website of
SMC, providing the teachers of theoretical mechanics departments of Higher
Schools of Russia with the capability to keep abreast of the latest decisions
of SMC and scientific - methodical elaborations.
ž
To put forward the necessity of
strengthening both material laboratory facilities of theoretical mechanics
departments and maintenance of educational labs by computers with the
conforming software, as well as updating the laboratory facilities of cabinets
of theoretical mechanics.
ž
To organize regularly the
competitions on theoretical mechanics. To back up the practice of realization
of the All-Russia competition on theoretical mechanics involving Higher Schools
of the CIS states. To mark a Higher level of the All-Russia competitions in
Ekaterinburg on the basis of USTU-UPI. The next cycle of the All-Russia
competitions is to be held in Kazan on the basis of KSU.

To form regional sections of SMC on
theoretical mechanics, having entrusted them the main coordination of activity
ofš theoretical mechanics departments of
Higher Schools of Russia. Regularly to carry out zonal conferences - seminars
on theoretical mechanics.
ž
The heads of departments should
carry out fissile activity with the chiefs of faculties, Higher Schools and TMA
concerning the place of theoretical mechanics, to protect the principles of
preservation of fundamental components of physical and mathematical education
including the classical course of theoretical mechanics taking into
consideration the demands of knowledge
in the given area of the specialists training.
The next IV
All-Russia conference-seminar on the theoretical mechanics departments heads of
Higher Schools of Russia is to be held in 2008 on the basis of Irkutsk State
Technical University.
