In the solution of
a number of problems on optimal stabilization of motion of controlled system
the optimal Lyapunov function is not definitely positive. There arises urgent
problem of realization of researches on to application of constant-positive Lyapunov
function to problems on stabilization. In the work there are submitted the
results on application of constant-positive Lyapunov function to a problem on a
guaranteed estimation of quality of transitive process, including, at
restrictions on control. The general theorems are illustrated on an example of
the solution of a problem on stabilization of a position of balance of a
mathematical pendulum.
