Scientific-and-engineering aspects of solution of one of the most humane problems which mankind should decide in the beginning of XXI century were stated. It means a creation of international system of emergency delivery of rescue means for people or objects undergoing a disaster in remote lonely regions of the Earth. An offered solution of the problem is based on conversion of rocket and airspace means. The offered system is intended for the fastest delivery, which is possible within the limits of the known physical laws and with high precision. Taking into account the great value of human life, the cost of rescue means delivery is not principled. The global rescue system can be created on the basis of the offered system.
