Appreciable
number of sufficiently effective monitoring services, both specialized and branch,
included in structure of various departments and intended for supervision of
the diversified objects is functioning in Russia. However, there is no
monitoring service that would be independent from local authorities and
departments and would integrate the information about major objects state,
which then would be sent to corresponding government bodies of various levels,
first of all to government bodies for decision-making.
In
connection with the urgent measures realization beginning, aiming to strength
Russia’s integrity and intensify the situation supervision, in all spheres of
state vital activity, the necessity for creation of an interdepartmental
system, in which would be united and analyzed all monitoring information and
also its objectivity was controlled, has ripened to the present time in the
country. Especially it is urgent for a presidential authority vertical, called
to aim, coordinate and control execution of federal laws and commands by all
regions, departments and branches of national economy, and also to estimate a
state of major military or civil objects. At the same time, the special stress
should be made on completeness and objectivity of system information, excepting
the negative influence of separate departments interests on its contents. As
analysis shows , for provision of effectiveness of a presidential authority
vertical that has arisen in Russia at last decade a special system of a
national monitoring is necessary. It would deliver to the top echelons of power
both own monitoring information and integrated information of departmental
monitoring services and broad audience of the Russian citizens that is
necessary for making of well-timed and effectual measures on national security
and economic development. The present concept reflects one of approaches to
creating of such system .
According
to our information, a national monitoring system, the principles of which
making are set up below, have no close analogs in world monitoring practice and
in such variant is put forward for the first time.
