Image Criteria for the Promising Facilities

of Guaranteed Launching

Consideration was given to the problem of passing from the current risk (reliability 95%) to the guaranteed (reliability 99.9%) insertion into orbit.

Principles of forming the technical and economical criteria for choosing the design image of the promising means of guaranteed insertion into orbit were substantiated with regard for the critical analysis of the changes in the basic safety concepts taking place in the Russian Federation. An applied variant of realizing these criteria in the form of purely engineering requirements on the designed launch vehicle was proposed.

The result of designing a launch vehicle adequate to the engineering requirements is knowingly ambiguous: different versions of the design image o the future launch vehicle result depending on what possibilities of the existing and future rocket-and-space technology are taken into consideration to satisfy the engineering requirements.  Some general characteristics of these versions distinguishing the guaranteed-insertion launch vehicles from the traditional ones were specified.
