Some aspects of legislation development in Education system

for Aerospace Universities

Problem issues and ways of development of the legislative acts

for Aerospace Universitiesš

 

The relevance of the issues considered in the research is determined by the following facts. The ways of development of legislation in education show that the system of legal instruments should regulate in the state the activity of various higher education institutions, be universal for the universities and form a common legal field. At the same time, under present-day social and economic conditions connected with transition of Russia to the market-oriented economy some problems, which are specific only to certain types of universities, are arising: first of all, for the universities which train specialists in science intensive areas for the defense and airspace industries. The existence of such universities has required paying particular attention to the formulation and solution of new tasks in the field of legislative definition of certain norms which are to regulate specific activities of such universities. Thus, we consider it relevant to analyze the problem issues in legislation taking into account the aerospace universities' activities under new social and economic conditions, and to work out on this basis the proposals for elaboration and adoption of enactments regulating staff training relations in such universities.

The objects of the research are the legal instruments regulating the activities of aerospace universities taking into account new social and economic conditions in Russia.

The experience of Moscow Aviation Institute (State Technical University) as one of the largest aerospace universities, as well as the results of the analysis of existing shortcomings in staff training allows us to define problem issues in development of legislative acts for aerospace universities.

ž              To approve by the Russian Federation Government resolution the list of areas of training in which the chief specializations are to be preserved. To include in this list a number of defense specializations;

ž              To adopt the Law on Federal Educational Standard stipulating a mechanism for updating the educational standards while making the professional standards;

ž              To work out the model provision on innovational centers of education and science where some leading universities and enterprises of relevant branch of industry could cooperate;

ž              To make amendments in the tax legislation stipulating tax exemptions for the industry and other investors of different types of ownership who provide assistance to the universities;

ž              In priority areas of personnel training to establish the ratio of teachers to students as 1 to 4;

ž              To introduce the job placement system for the students who study on a budgetary basis. This system should provide for the possibility of choosing among several alternatives;

ž              To work out the special housing programme for young specialists;

ž              To elaborate the model provision on the complex training centers integrating technical and vocational schools and universities;

ž              To work out draft instruments defining the mechanisms of the integrational interaction between civil and military universities and cooperation with scientific and other organizations.

As a result of development of the legislative acts in education the conditions for high quality training of specialists for the aerospace industry will be provided.
