Marked increase of living standard in modern Western industrial societies has been accompanied by certain crisis effects.
These are due to anthropogenic impacts on biosphere. In particular, physical and chemical changes in the environment and stress-provoking factors of automated civilization resulted in so-called civilizational diseases.
In the former USSR, negative features of industrial society were aggravated by the arms race, especially as to nuclear and chemical weapons. Confrontation between two superpowers - the USA and the USSR - during the cold war has ruined the Soviet economics. Radioactive and chemical contamination of forests, farmlands, rivers and lakes in the USSR has been responsible for an increase in the incidence of disease, including cancer. Subsequent collapse of the USSR and the shock therapy in Russia threw more than 80% of the population back below subsistence level. The most suffering fraction of the population are children. There are some figures of appalling statistics. In 1997, Russia numbered 573,000 orphans; 82% of infants born suffered from one or another anomaly: physical, mental etc. Tens of thousands of leukemic children need assistance. Unfortunately, at present, because of lack of money resources, Russia is unable to give help to its children. The situation becomes more complicate in that traditions of philanthropy and charity are not formed yet.
So, is there a future for Russia's children?
At present, Russia does endeavour to join the world community of civilized countries. A great number of problems are to be solved in that way, to secure the future to its children. That is the most urgent task. Considering the dramatic character of the situation, we appeal to the world community, to statesmen, public and religious figures, as well as to all the individuals, for financial support to fight children's leukemia. Leukemia is the price humanity has to pay for benefits of modern civilization. The medical care infrastructure for that
category of sick persons in Russia is poorly developed. The children leukemia has become a highly urgent problem for all the successor states to the former USSR since Chernobyl disaster.
We appeal to Americans, Europeans, Japanese, to all prosperous persons, to those managing world finance. We appeal to you as members of the great human family, for assistance in construction International Scientific and Production Medical Centre for Leukemic Children Treatment in the Republic of Tatarstan.
As long as the present-day paradigm of civilization is retained, the leukemia problem seems to grow into a serious world problem. So search of fundamentally new means for solving that problem is required. Construction of the Centre in the Republic of Tatarstan based on Garden-city concept and the high-tech town (village) would provide the conditions required for the search of unconventional solution in leukemia treatment, would promote research in the field, and formation of data bank about spinal implants.
