The International Scientific and Production Medical Centre for Leukemic Children Treatment (hereinafter, the CENTRE) has been planned in accordance with present-day concepts of high-tech towns and garden- cities.
The garden-city concept was formulated for the first time by an English architect, Sir Ebenezer Howard, in his book "Garden Cities of Tomorrow" (1902). The idea of replacing slums, rubbish dumps and poverty of early industrialization with high standard towns has concerned many town planners and architects for a long time. Today, the garden city concept is supported by men all over the world. Howard’s ideas of ecologically balanced urban environment, community landownership gained further advancement and stood the test of time.
Planning of high-tech towns with 40 or 50 thousand residents, started in the 80's. Rise of those towns is caused by the increasing role science and technology play in public production. Research institutes and industrial enterprises based on up-to-date technologies are supposed to be concentrated here.
Now, in postindustrial society, when knowledge itself, rather than final products or even technology, is growing in value, foundation of high-tech towns gives the capitalistic world a new place of international division of labour and forms so-called common information space. Those towns are "networked" by transnational companies. In the course of the development of the "network", specialization of the high-tech towns, called Teleports, occurs. The Teleports exist in the USA, Western Europe and Japan. The World Alliance of Teleports has been established, that coordinates their founding, exploitation and development.
Today, the preference in Teleport organization is given to erecting it on free, specially allocated space. Teleport project is based on park system as modern environment for modern business. This variant or Teleport design, if one could say, restores the Howard’s garden-city concept on an essentially new technological basis.
The CENTRE (the same, medical Teleport, high-tech village) named "Aboo Sina and Villager", consists of following parks:
1. Teleport, the nerve centre, operates as high-powered communications and computing centre.
2. Medical and Technical Park (provides housing for 500 beds).
3.Technopark (that is a scientific and industrial block, a centre for high-developing of medical and technical technologies of high complexity).
4. University Park (intended for training and retraining specialists of the CENTRE as well as from all CIS regions).
5. Residential Area (intended for residence specialists and their families).
6. Agricultural Park (farmland and forest belts ringing around the Living Park; those are intended for health food production and healthy environment).
The high-tech village is a settlement with approximately 5000 inhabitants. It is planned in conformity with central symmetry, possesses well-developed infrastructure supplying life sustenance. The village is a self-financed, inner-harmonized and environment-oriented, self-sufficient entity. Individual facilities of the village are supposed to be put in use according to modular principle.
The hospital is also designed in accordance with central symmetry. Wards are spaced in a circular position; thereby access of medical staff to patients is made easier, and patient and their relatives feel themselves comfortable. The wards are located within four 5-storey towers. Each tower is in communication with the central 8-storey tower, where medical services, rooms as well as hospital administration personnel are located.
The central part of the high-tech village, including municipal council, department store, banks, offices and places of worship, is neighboured by 4 districts with 1000 residents. In turn, each district is equipped with its own infrastructure.
The University Park, comprising the high-powered communication-and- computation centre (the Teleport proper), is of particular importance. The idea of the University Park has been developed using fundamentally new techniques of decision- making teaching based on "high complexity thinking technologies" and on different types of memory. These technologies are effected with the use of an intellectual reactor, so called, Intellector. A new "crazy" idea would emerge as a result. The new thinking technologies include such methods as communications within small teams, meditation, sleep control. As a result, a special state, "metaphorical" state, is attained by thinking subjects where new knowledge is easily created and comprehended. Intellector is thereby a substantially new instrument for mental working. Videoconferences could be a mode of operating of Intellector. The main aim of Intellector is to help with optimal decision making under crucial situations on wide range of problems, among them, the medical ones.

According to present-day classification, Intellector is a bio-technical device. Its main building blocks are egg-shaped capsules, 19 in total (9 small-sized, 9 medium-sized and 1 big-sized ones). In small capsules (a decision- making subjects work place), intellectual environment for individual use is formed. Through the docking unit small capsule can connect with big sphere, wherein intellectual environment for collective use is formed. In turn, the sphere is situated under egg-shaped transparent glass cupola. Both capsules and sphere and cupola are equipped with appropriate life- sustenance system.
Planning scenarios of a mental experiment in the Intellector is put into effect using multimedia systems. Essentially, the newest electronic technology, acting upon eye and ear or other sense organs, makes images of real and artificial, fictitious worlds (virtual reality), produced as a result of arbitrary mixing of man-made decisions, computer graphics and computer memory. The Intellector's virtual reality turns into a new means of communication that is able to disclose reserves of human's mind. A prototype of "superbrain" could be put into practice as the Intellector. Not only new meanings are generated in the Intellector, but also perceived freely; decisions are adopted consensually.
The Scientific and Production Park is an independent industrial unit working commercially. Its production would be of great interest for leading biomedical companies.
The CENTRE is an English-Russian-Tatarstan joint project. The Park is settled to be built in the Republic of Tatarstan on the account of world-wide contributions.
The CENTRE concept has been designed in common with Sefrex Associates, a private English architectural and construction company. It is the 21st century project. Idea of the CENTRE construction has been approved by the President of the Republic of Tatarstan and authorized by the Russian Federation Government.
