FLOTATION OF INTERNATIONAL LOGISTIC CENTRE
(STORAGE, DISTRIBUTION, CONSIGNMENT, EXPORT-IMPORT TRANSACTIONS)
"Logistic centre" project implies establishment in the Republic of
Tatarstan of international terminal, specialising in storage, consignment and distribution (goods supply of the territory with population of about 80 mln), which will facilitate
export trend of economy of the Republic of Tatarstan and business activity in the Volga region. Logistic centre will be unique in the Volga region.
Logistic Centre is a free economic zone with customs privileges.
The project suggests construction of a big port of river-sea type, railway feeder, industrial railway station, roads, storage and production facilities.
Location of the Logistic Centre was chosen in the result of special research
in the Samara, Volgogradsky and Nizhnenovgorod regions conducted in co-operation with experts of "Alma-Mater" company and "Sellhorn", engaged in consulting and designing of
transport centres in Germany.
At the first stage of the project's implementation 50 ha will be explored
out of the reserved 1.200 ha during 30-40 years.
The chosen site was subjected to long-term ecology test.
Project's recoupment period - 7 years.
Annual turnover - US$ 300 mln.
Volume of the investment required - US$ 90 mln, investment form - long-term credit, joint venture ( state share in the JVC's authorised fund should constitute US$ 5 mln or 5.5%, the rest part - foreign investors' share).

Tanker Fleet Project Administration under the Cabinet of Ministers of the Republic of Tatarstan
ESTABLISHMENT OF TANKER FLEET SHIPPING COMPANY
The project suggests floatation of shipping company in order to organise
direct deliveries of oil and oil products by domestic and foreign water roots and expansion of export and import activity.
Currently at Zelenodolsky shipyard n.a. Gorky two head tankers are being
constructed, the first of which will be completed by October 1995 and the other by July 1996.
Simultaneously designing bureau of Zelenodolsk works on elaboration of the
modern tanker of river-see type ( with automatic all-function control, durable corrosion proof, a number of devices which ensure ecology safety) which meets all requirements
of classification societies and set navigation region.
Short-term task (1995-1996) - completion of construction of two head tankers. Volume of financing for 1995 makes up 20 bln roubles from the state budget.
Middle-term task (1996-2000) - construction of tankers of river-sea type with capacity of 3.500 tons (river) and 4.400 tons (sea). 25 tankers are to be constructed by 2000 at Zelenodolsky shipyard and foreign shipyards.
To cover needs in financial resources it was planned to attract foreign
investments to the amount of US$ 210 mln lent on ships or under governmental guarantees for the period of 7 years with interest rate of 7% and opening of credit line:

Tanker fleet administration plans to register a holding company, a vessels
owner, in an offshore zone and carry out further investment on behalf of the holding company. The constructed tankers are to be transferred to operations management of a
special company, which will execute credit repayments using profit received from commercial operation of the tankers and be in charge of all matters connected with tankers' operation (hire and crew administration, maintenance, servicing, etc.).
